Who is resposible for sewer pipe leaks?

Who is resposible for sewer pipe leaks and or repairs if you already own the trailor and rent the lot. And can park management call a company to fix it without notifying you first and then send you the $400 bill. I have pictures that don't look like they did anything including the broken pipe.
