Trailer I am renting was manufactured in the 1970's

How can my trailer park owners charge rental fees and late fees without properly maintaining trailers that was manufactured in the 1970's? Is there any entity governing the responsible upkeep of these trailers like when water leaks through the roof or cold, drafty walls from lack of insulation and faulty wiring due to water damage?
