Title rights

Me, my husband and mother are all on the title of a mobile home . My husband and I are the only ones who have payed the note and it's almost paid off . My mom went with us to a notary and signed her title rights over to us . She is now ill and has Dimentia . They told us we can't file the notarized paper until it's paid but what does this mean , is it ours or does the notarized paper have any meaning ?
