Storage building, decks and awning additions that block neighbors view of mountains and road

Can a neighbor who just moves in put up a storage unit in front of our kithchen window and block our view, then add a deck next to that and put an awning on the deck that extends to the storage unit and now blocks the bathroom and bedroom window?
