If its your home the septic tank is your responsbility. If you're renting it it's the landlords responsibility. Since it's not connected to a publc sewage system you have to deal with it.

If you own the lot - you're responsible. If you rent the lot from a park - they should bear that responsibility unless you signed something that transfered that responsibility to you. If the park is refusing to take responsibility then you should get tough with them. Tell the building department, remind them of the environmental impact, or get legal counsel.
