removing trailer axles and tongue of trailer

If I remove the trailer axles and tongue of trailer, is it then still consider a trailer or a building or a house in Georgia ? I was always told if you removed these things that it is no longer consider to be a mobile home, and 2nd question is if I remove these things and if it is no longer consider to be a mobile home, than does this exempt me from all those mobile home rules of tie downs and ever five year inspection and all the non sense that goes with mobile home laws and rules ?
