park model home insulation

I would like to place a smaller park model home on my parents property for a caregiver to live in. We live in NH with very cold and snowy winters. Are the smaller (400sq ft) park model mobile homes insulated for winter occupation and sturdy enough to withstand snowy weather. What would be an estimated cost to hook it up to electrical, and plumbing. Are frozen pipes a worry. Thank you for your help.
