mobile home vinal siding siding

I have an older (1962) mobile home that I would like to sell to a friend. The manager said that I need to put vinal siding on the bottom of the mobile home and mentioned he could do it for $1200.00. I was wondering whether this can be installed by a lay person such as myself or my son? The manager says that I also have to remove the hitch from the mobile home and paint the outside. Due to the managers overbearing(mean, hostile and unprofessional) attitude Im not sure if what he insists on having done is what is necessary and consistent with the code(s). I would greatly appreciate any knowledge or advice as to vinal siding installation and whether the hitch has to be removed due to its age.
