MH electric - Who Pays ?

The MH electric is hooked up to the outside breaker box on the electric pole and that hooks into the meter from the utility company.

Who owns the breakers ?
Who changes out, and pays for new breakers ?
If more amperage is needed for the home, who increases the breaker numbers/ amount ?

I thought the rule of thumb is the meter and up belongs to the Park Owner and from the Meter downward belongs to the MH owner/renter.

Does it matter if the MH is hard wired or plug in ?
