landlord or mobilehome owner responsibilty

a mobilehome has burnt down in the Park. the owner has moved. it looks as though it is ready to cave in. now the kids are breaking the windows and people are going inside to see if the resident 'left anything' that is salvageable.

if the tenant doesnt do anything, is it the Park owners responsibilty to remove it and bill the tenant?

Also, the Park has let a 'known' criminal move into the Park. Now we are having problems with theft. I am sure they are afraid of him but where does that leave the rest of the residents? There is no police in the town and it takes the sheriff's about 20 minutes to respond. We are at our witts end and don't know what to do.

Any information will be much appreciated.
