Hurricane straps

I bought my 2004 dubblewide trailer 2005. Im the secound owner. Im trying to sell it. Do I have to install hurricane straps befor I sell or will the engeneer affidavit on record do ? I live in Tolleson, Airzona. In Maricopa county. Thank you
