Frozen pipes

I bought a brand new double wide manufactured home.. I have lived in it for almost a month but it was delivered Two months ago.. dealer is supposed to have it underpinned but hasn't yet.. the temps are predicated to be below zero this week and I know my water will freeze.. Can I hold the dealer responsible.. I have called repeatedly and ask to have it skirted
