Foundation responsibility

Is the owner of the mobile home park responsible for putting a foundation in if I want to replace my ALREADY EXISTING mobile home?

Why should someone who rents in a mobile home park who doesn't own the land be responsible for a permanent foundation pad when it is a state law that the park requires them?

The responsibility usually lies with the owner of the home. The park normally will not have any say or responsibility for this.
