Electrical repair fees, who's responsible?

I have problems with electricity. All the power in the home went out. I called the manager of the park and they sent an electrician out to fix the problem the electrician checked the service coming into the home and replaced fuses. Since then I have had no problem. My question, who should be responsible for the repair, me or the park?
