Cows in MHP

My neighbor owns a mobile home park (Hillsborough county) & has cows on the back half (aprox. 5 ac.). Is this legal? I can not find the zoning or any info on this matter. Can anyone answer this ? for me (legal or not). I would like to speak w/the owner before contacting the county. The cows are waking me up at all hours of the night as well as my other neighbors..
