Are double wides/single wides required to have a slab in NYS?

I currently reside in a mobile home park, and I have been continuously harassed by the park manager here. The home I am living in belongs to one person while the lot it is on belongs to the park/park owner. The manager of the park has made so many phone calls to the owner of the home regarding minor issues or really no issue at all just false accusations, but things I cannot prove otherwise, that the owner of the home has asked me and my family to be out my August 1, 2011.
There are many things in this park that are not done legally or morally by the park manager. She goes onto rented lots where rent is paid and photographs the property, she drives by our residence several times a day and stops in front of the home to look into the yard.
I was recently told that homes in NYS are required to be on a concrete slab with footers and tie downs. Now I am not sure that this is true but I would very much like to know if it is since there is not one home in this park that has a slab of any kind and most don't even have gravel under them just a few blocks only.
So this is the basic question. Is it required by NYS for single or double wide homes in a park setting to have a poured slab? footers? or tie downs?
